The National Weather Service in LaCrosse has issued a Flood Watch effective Sunday morning through Sunday afternoon for Clayton and Fayette Counties in NE Iowa. Heavy rain is expected to move in later tonight and may cause river flooding in these areas, especially with the frozen ground and semi-frozen rivers.
