Above is a graphic of what the weather is doing above the ground. The temperatures in the state currently are well below freezing (In blue). In the areas of the state seeing the freezing rain, the temperature is actually above freezing as low as a few thousand feet above the ground. When that occurs, the clouds form raindrops that fall through the shallow cold layer near the ground and freeze on contact, thus freezing rain (See right). The more cold air it has to go through the longer the raindrop will be in the cold air, thus it will begin to freeze before hitting ground, thus we get sleet or ice pellets(See Middle). If the cloud layer is in the cold layer (far left), below the freezing line, the precip will fall as snow. Thus there can be freezing rain, even if the temperature is 10° or more below freezing.
