SLOW MOVING THUNDERSTORMS WITH VERY HEAVY RAINFALL ACROSS THE
WARNED AREA. RAINFALL HAS BEEN FALLING AS QUICKLY AS 2 INCHES
PER HOUR IN PORTIONS OF COUNCIL BLUFFS.

* RUNOFF FROM THIS EXCESSIVE RAINFALL WILL CAUSE FLASH FLOODING TO
